In the beginning, procedures are more important than concepts. This is because the relative importance of procedures and concepts is given by the splitter function. That is, if x is the amount of progress in the subject, then the fraction of attention that should be given to procedures is r(x)/x, and the fraction of attention that should be given to concepts is the remaining fraction, that is, 1 – r(x)/x.
