We need a way of saying that one set is essentially a subset of another set, that is, a set A is a subset of a set M, but with possibly certain exceptions.
axiom: if A is a set, then green(A) and red(A) are disjoint subsets of A whose union is A, and such that the measure of green(A) is greater than or equal to the measure of red(A).
def: if each of A and M is a set, then the statement that A is a capital subset of M means that green(A) is a subset of M.
example 1. let M be the set of actions permitted to teachers, and let A be the set of actions permitted to students. then A is a capital subset of M, because virtually all actions permitted to students are permitted to teachers, but there are exceptions, for example, a student can leave the classroom (for example, to go to the restroom) at arbitrary times, but a teacher cannot.
example 2: (re: the UN alphabet): “The qualifying feature was the likelihood of a code word being understood in the context of others. For example, football has a higher chance of being understood than foxtrot in isolation, but foxtrot is superior in extended communication.”
